RiGEL does not decide who qualifies for funding, who has authority, or how a trust or programme operates.
The Nation defines eligibility requirements, review processes, trustee or staff roles, approval limits, decision pathways, voting requirements, documentation requirements, programme or trust rules, and when changes take effect.
Different trusts, programme funds, emergency supports, education funding, health or wellness supports, housing-related funding, community benefit programmes, or discretionary funding streams can retain their own requirements, authority, review processes, and evidence needs without being forced into one universal workflow.
Some decisions can be supported by defined rules. Others require judgment, discretion, trustee authority, leadership authority, professional advice, or other human decision-making. RiGEL makes configured requirements and authority visible, routes work, preserves rationale, and records decisions while keeping human authority intact.
