Building operational infrastructure that answers to the Nation.

RiGEL Insights Inc. is an Indigenous-led technology company focused on Nation-controlled operational infrastructure for Indigenous governments.

We build systems designed to reflect the Nation's own authority, structures, responsibilities, terminology, and ways of working.

Why RiGEL exists

Indigenous governments carry complex administrative, governance, funding, service, and reporting responsibilities.

Too often, that work is supported by systems that were never designed around how Nations actually operate.

The result is fragmentation between people, departments, authority, workflows, records, decisions, and accountability.

RiGEL exists to build a better operational layer underneath that work — not by asking Nations to become more like software companies, but by making the infrastructure more capable of reflecting the Nation.

Indigenous-led, operationally

Being Indigenous-led shapes how RiGEL chooses problems, designs around Nation control, approaches implementation, talks about sovereignty, handles Nation-specific differences, treats information and authority, builds relationships, communicates limitations, and responds when something goes wrong.

Indigenous leadership is part of the company's perspective. It is not a substitute for technical quality, evidence, security, responsible implementation, or accountability.

  • Perspective matters

Indigenous leadership shapes which problems RiGEL chooses, how Nation control is designed for, and how limitations are communicated. It informs the company's posture without replacing the need for technical quality, evidence, and accountable delivery.

  • No universal model

There is no single Indigenous operating model. First Nations, Inuit, and Métis governments have different legal, political, cultural, administrative, and community contexts. Individual Nations differ from one another too. RiGEL is not built around one correct Indigenous governance structure or one universal way to administer programmes and services.

  • Build in relationship

RiGEL does not assume proximity to a problem means the company automatically understands every Nation's version of it. Nation leadership, administrators, programme staff, trustees, technology teams, privacy and security professionals, finance teams, legal and governance advisors, and other Nation-identified stakeholders help shape the infrastructure.

Our role is infrastructure

RiGEL does not govern, replace leadership, determine Nation law, or become a trustee, lawyer, accountant, programme officer, or Council. Our role is to build infrastructure that makes authority, responsibility, process, records, and accountability clearer.

Our values

  1. 01

    Agility

We adapt when reality changes. We listen when assumptions are wrong, change direction when evidence requires it, and avoid attachment to a process simply because we created it.

  2. 02

    Transparency

We make important information visible. We are clear about what the product does, what it does not do, what is available today, and what assumptions sit underneath a process or recommendation.

  3. 03

    Responsibility

We understand that the systems we build can affect real people. Privacy, authority, accessibility, security, and consequential decisions are product responsibilities, not afterthoughts.

  4. 04

    Accountability

We explain our own decisions too. We document important choices, take ownership when something goes wrong, and create ways for customers and partners to raise concerns.

  5. 05

    Reciprocity

Good relationships create value in both directions. Nations that contribute time, expertise, feedback, and trust to RiGEL's development are partners in the work, not simply sources of product insight.

Trust has to be earned

Trust does not come from pretending a product can do everything.

RiGEL distinguishes what is available, in controlled pilot, in development, and planned. The same discipline applies to security, integrations, compliance, jurisdictional coverage, and implementation scope.

  • Available
  • In controlled pilot
  • In development
  • Planned
  • Clarity

What exists, what does not, and where the boundaries are — including transparent product maturity and clear system boundaries.

  • Evidence

Claims grounded in reliable technology, real controls, product behaviour, responsible security practices, and careful handling of information.

  • Responsibility

Accessible design, realistic implementation, documented decisions, responsive support, and ownership when something goes wrong — including willingness to be challenged.

About the founder

RiGEL was founded by Martiall Pitts, an Indigenous entrepreneur working at the intersection of technology, governance, operational systems, and community responsibility.

The company grew from a simple observation:

Consequential work is harder than it needs to be when authority, process, records, and accountability are scattered across systems that were never designed to work together.

Built in relationship

RiGEL is being developed through conversations, design partnerships, pilots, implementation work, and ongoing feedback from Indigenous governments and the professionals who work alongside them.

The product becomes more capable as it encounters different Nations, structures, policies, programmes, and operational realities without standardizing those differences away.

What we are building toward

RiGEL's long-term vision is an operational layer Indigenous governments can use across governance, administration, trusts and funding, member services, finance, and policy workflows while keeping authority, configuration, information, and accountability aligned with the Nation.

One infrastructure thesis. Multiple areas of Nation operations.

See whether RiGEL fits the way your Nation works.

The best place to begin is not with a software feature list. It is with the structures, responsibilities, systems, and operational challenges your Nation is already managing.
