Policy remains the source of authority
RiGEL can operationalize a configured rule, but the software does not create the Nation's law or policy.
The Nation determines authority, interpretation, applicability, exceptions, and approval structure.
Some rules are deterministic. Others require judgement, discretion, interpretation, or formal approval. RiGEL can apply configured requirements and route work, but consequential authority remains with the people and institutions that actually hold it.
Exceptions should remain visible
Policies rarely operate without context. Where discretion, escalation, override, or a documented exception is permitted, the operational record should show what happened, why, and who had authority to act.
Rules change. Historical decisions keep their context.
A new policy version should not silently change the meaning of an earlier decision.
